The US Navy (USN) needs to “expedite” research and development (R&D) to match similar efforts made by adversaries, Secretary of the Navy Richard Spencer said on 4 December at the Defense Forum Washington.
Spencer said he has tasked his acquisition team with jumpstarting R&D, and he is looking for more industry internal R&D (IRAD) and prototyping.
“I’m talking about a true partnership,” he said during the event, which was sponsored by the US Naval Institute. “Shared risks will equal shared benefits.”
To get industry to buy into such a partnership, he said, the USN will have to review and revamp its own acquisition process to get to more of a “sustained acquisition process” and away from a “transactional” one.
