A leading US space executive has expressed concern about a contracting mechanism the US Air Force (USAF) used to for its Operationally Responsive Space-5 (ORS-5) contract with Orbital ATK.
“That launch vehicle being procured for ORS-5 under FAR 12 seems a little unusual to me in my experience,” Vector Space Systems CEO and co-founder Jim Cantrell told Jane’s on 30 October.
