AT LEAST five security guards were wounded when a vehicle-borne improvised explosive device (VBIED), emplaced by unidentified militants, detonated outside the passport department in Budzira district in the city of Benghazi in Libya's Cyrenaica region on 15 September, the Libya Herald reported. There was no immediate claim of responsibility for the attack.
