Philippine President Rodrigo Duterte has introduced a new directive to support efforts to streamline and improve the country's defence procurement system.
Executive Order No. 18 (EO 18), which became effective on 7 April, empowers defence secretary Delfin Lorenzana to "identify and institutionalise" measures that will "monitor" the operations of defence procurement committees set up under the Department of National Defense (DND).
The directive also expands the powers of the Armed Forces of the Philippines (AFP) in approving lower-value defence contracts.
EO 18 states that in monitoring the DND procurement committees - known as Bids and Awards Committees - the measures to be introduced must ensure and promote "transparency, impartiality, and accountability in procurement transactions".
