Putin outlines future military developments in Crimea and Arctic

Russian President Vladimir Putin set out development plans for the country's armed forces this year during a multi-service senior promotion ceremony on 28 March.

Putin also stated that there is a pressing need to modernise military infrastructures in Crimea and to form new Interior Ministry and Federal Security Bureau (FSB) units there, as well as military colleges.

Maximum use should be made of personnel who had served in Ukrainian units, he emphasised. He stated that their ranks, military seniority, and qualifications would be honoured and maintained and that their salaries and allowances would be aligned to Russian rates, which he claimed were four times greater than those in the Ukrainian forces.
